The town of Bend, Oregon, had been fighting about a warehouse for eighteen months.

The proposal: a distribution hub on a 12-acre parcel at the town's eastern edge. The developer promised 340 jobs and $4.2 million in annual tax revenue. The opposition — a coalition of neighborhood groups, environmental advocates, and small business owners — cited traffic, pollution, property values, and "the character of the community."

Three public hearings had produced shouting. Two mediation attempts had collapsed. A lawsuit was pending. The city council was deadlocked 4-4.

In September 2031, the council agreed — reluctantly, as a last resort — to pilot a new tool: a consensus-mapping system developed by a civic technology nonprofit in Portland.

The system did not propose solutions. It mapped values.


How the mapping worked

Each stakeholder — 847 residents participated over six weeks — completed a structured interview process. Not a survey. Not a comment form. A conversation with an AI interviewer that used adaptive questioning to move past stated positions to underlying values.

The AI did not ask: "Do you support the warehouse?" That question produces positions. Positions are fortified and defended. They are the surface of a conflict, not the structure.

The AI asked questions like: "What would your ideal version of this neighborhood look like in ten years?" and "If the warehouse proposal didn't exist, what would concern you most about the town's economic future?" and "When you imagine the best possible outcome, what does your daily life look like?"

Then it probed. "You mentioned 'character of the community.' Can you describe a specific moment when you felt that character most strongly?" And: "You mentioned jobs. If the jobs came but traffic doubled, would that still be acceptable? What if traffic increased 20%? What's the threshold?"

The AI was not clever. It was patient. It asked follow-up questions until it reached the bedrock beneath the position.


What the map revealed

When the system aggregated 847 value profiles, the map looked nothing like the public discourse.

The public discourse was binary: pro-warehouse vs. anti-warehouse. The value map showed seven distinct clusters of concern, most of which crosscut the binary:

Economic security (shared by 72% of participants, including a majority of "both sides"): Not about the warehouse specifically. About anxiety over the town's shrinking tax base and the fear that their children would have to leave for economic opportunity.

Environmental quality (shared by 64%): Not opposition to development per se. A specific concern about air quality (the town sits in a valley prone to inversions) and water table impact. Many pro-warehouse residents shared this concern but had concluded the economic need outweighed it.

Traffic and infrastructure (shared by 58%): A proxy concern. Many residents who cited traffic were actually concerned about the speed of growth — the warehouse was the symbol, but the anxiety was about the town changing faster than its infrastructure and culture could absorb.

Local business viability (shared by 41%): Small business owners on both sides feared the same thing: being outcompeted. Pro-warehouse owners saw the jobs as customers. Anti-warehouse owners saw the distribution hub as competition.

Community identity (shared by 38%): The most amorphous and the most deeply felt. What emerged from the probing was not opposition to change but a desire for agency — the feeling that decisions about the town were being made by and for the people who lived there.

Youth opportunity (shared by 34%): The quiet consensus. Parents on both sides wanted their kids to have reasons to stay. The disagreement was about whether the warehouse created those reasons or destroyed them.

Quality of public space (shared by 29%): Not about the warehouse site specifically but about the general decline of gathering places. Several participants described the zoning fight itself as a symptom of not having spaces where neighbors knew each other.


The overlap

The breakthrough was not any single cluster. It was the overlap between clusters. When the system mapped which values were shared between residents who held opposing positions on the warehouse, the shared space was larger than the contested space.

Pro-warehouse residents and anti-warehouse residents both wanted economic security, environmental quality, and youth opportunity. They disagreed not on values but on whether the warehouse served those values.

The AI system visualized this as a landscape — shared values as highlands, contested values as valleys — and presented it at a public meeting. The room, which had been bracing for another argument, went quiet.

"We've been fighting about a building," one resident said. "We agree about everything except the building."


The resolution

The consensus map didn't solve the dispute. There was no algorithmic solution. What it did was reframe the conversation from "warehouse yes or no" to "how do we serve the values we share?"

Over the following three months, a working group — composed of residents from every cluster — developed a modified proposal: a smaller distribution facility combined with a community-owned commercial kitchen, a transit improvement plan, and an air quality monitoring commitment funded by the developer.

The modified proposal passed the council 7-1.

Was it optimal? No. Was it what anyone originally wanted? No. Was it a solution that every participant could recognize their values in? Approximately yes.

The Bend pilot confirmed our central hypothesis: most civic conflicts are not value conflicts. They are translation failures. People who share values arrive at opposing positions because the language of public discourse flattens values into slogans, and slogans collide even when values align.

The AI mediation system is not a decision-maker. It is a translator. It translates between the language of positions (which is adversarial) and the language of values (which is often shared). The bridge is not between human and AI. It is between human and human, with AI as the medium that makes the crossing visible.

We do not claim that this approach works everywhere. It requires participants willing to engage in good faith. It requires time. It requires a community that wants to remain a community more than it wants to win.

But where those conditions exist, the map changes the conversation. Not because it tells people what to do. Because it shows them what they already agree on. And agreement, once visible, is difficult to ignore.
